borderextract is an osmosis-plugin we released as open source (MIT-License). With borderextract you can easily export administrative boundaries as polygons from an Openstreetmap dump. Export formats are KML (keyhole markup language, used for example by Google Earth) or SQL (MySQL-Spatial-Dialect). Particular the sql-export into a spatially enabled database makes it possible to query for the administrative area (village, district, state, country etc.) of a given coordinate.
